Implementing the Seoul Agenda: Goals for the Development of Arts Education

Timo Klemettinen expressed the need for a new specialized teachers’ training, which must take the following aspects into account: immigration which has altered the cultural texture of most societies, technology which has gradually made the globe smaller, and globalisation which on one hand is threatening cultural diversity, on the other hand has enhanced awareness of the values of local communities.

Larry O’Farrell provided some context for the discussion on the Seoul Agenda by explaining the structure of the action plan in which each goal is supported by a number of Strategies and each Strategy is, in turn, partitioned into specific action items.

Robert McLaren portrayed the African perspective of a special report on the Seoul Conference including an action plan, which included a summary of the Road Map, a project proposal and budget guidelines for distribution to African governments, regional groupings and major non-governmental organisations.

Mary L Luehrsen´s presentation addressed current music research and ways in which it is informing policy activity, including the commissioning of national studies that looki at music and arts education access in the United States and the formulation of revised and new policies nationally, regionally and locally, especially within the context of current economic uncertainties.

In his video message, Georges Poussin, chief of the UNESCO Division of Arts and Cultural Enterprise welcomed the positive results of the First and Second World Conferences on Arts Education (held in March 2006 and May 2010) which highlighted the importance of high-quality arts education for all and the strengthening cooperation among various stakeholders (national authorities, local governments, teachers, artists, researchers associations and NGOs).He used this opportunity to thank NGOs in general and especially the International Music Council and its Members for their strong commitment, work and effort they put into these conferences and in the implementation of the resulting Agendas, which still remains crucial for the ongoing successful promotion of the projects of the cultural sector and future conferences. With this in mind he assured UNESCO´s attention and presence for joint work on future projects in the cultural sector.
